Laws are put in place to protect people from crime.
Policies, codes, procedures, and the like are for corporations in commerce.
And then, at the top, you have the federal government that is only there to do the will of the people and protect commerce, and to govern commerce .
And, of course, directing the military
According to the actual rule of law, no government has the right to tell a human being what they can, and cannot have . The constitution is a set of laws that suppress the government from suppressing the people.

Marijuana was tobacco and cocaine mixed together the immigrants used while working in the fields .
Cannabis is a medicinal herb used all the way back in the old testament till today
Science and widespread experience have shown marijuana has no notable harms. Every person who chooses near harmless marijuana over addictive, very harmful alcohol, improves their health significantly – as well as the lives of their family and community.
